What is a Border Permit?

Several areas close to Kyrgyzstan’s borders are regulated because of their proximity to neighboring countries and their strategic importance.
Foreign visitors must carry a valid border permit to enter these zones. Traveling without one may lead to fines, delays, or being denied access at a checkpoint.

A border permit grants access to approved restricted areas. It does not authorize crossing an international border.

Border Areas That May Require a Permit

Issyk-Kul Region

Karkyra, Sary-Jaz, Engilchek, Khan-Tengri National Park, Sarychat-Ertash Reserve, Ak-Shyyrak and the Karasay checkpoint.

Naryn Region

Ak-Say Valley, Kol-Suu Lake, Kok-Kiya Canyon, Chatyr-Kul Lake and the Torugart checkpoint.

Osh Region

The Trans-Alai Range, including the Lenin Peak area.

Chuy Region

The Chong-Kemin Valley and other locations where access rules may apply.

Who needs a permit?

Foreign tourists, self-drive travelers and organized expedition groups entering regulated border zones.

Price

The service costs €35 per person.

When should I apply?

Processing normally takes around 10 working days. Weekends and public holidays are not included. Applications can be submitted up to two months in advance.

How do I choose an entry date?

The permit remains valid for one month from the selected entry date, so choose a date close to the beginning of your route.

Where will I receive it?

Once approved, you will receive an email explaining when and where the original permit can be collected.

Important to know

Carry the original permit, several copies and your passport. A copy may be requested at each military checkpoint.

Refunds

Permit processing fees are non-refundable after the application has been submitted.

Crossing international borders

The permit only grants access to restricted zones near the borders of China, Kazakhstan and Tajikistan. It does not replace the documents required to cross an international border. A permit is mandatory for the Torugart crossing into China, while the Kyzyl-Art crossing may not require one when restricted Zone 4 is not visited.
